would prefer that its built on the server so it can just be put in place.

Maybe u can do it on single player if you export it as a schematic file for roly to import using world edit.

I can technically import from mcedit into the server world, but I will only edit the world, maybe once a week?

The reason I don't do it too often. It takes awhile to copy gigs of world data, over the network, also my pc takes its time to load/save worlds.
The estimated downtime for the server is around half-hour/hour, so I have to do it when no one is online.

Its easier just to login and build on the server but technically importing mcedit schematic file is also possible
